…whether this recycling bin gives you a rash or whether it’s the place where you put your old rash so that someone else can use it later?

Appears to be a baby recycling dropoff. You can recycle bottles, diapers (I’m sure that what the left sign says), and of course the rash that came with the diapers. Perhaps there’s a spot on the top for the baby!

You can only drop off babies if you crush them first. Otherwise, they won’t fit into the slot and will take up a lot more space in landfill.
